AMD, Cisco and Humain Activate AI Infrastructure in Saudi Arabia as Adobe Grants $4 B Free Creative Tools

AMD, Cisco and Humain brought Phase 1 of their AI infrastructure online in Saudi Arabia (AMD Instinct MI355X systems), with a 250 MW expansion on newer MI400 chips planned for 2027 as part of a roadmap toward up to 1 GW of capacity by 2030. Separately, Adobe, Saudi Arabia's Ministry of Communications and Information Technology, and Humain struck a deal worth more than $4 billion giving roughly 27 million eligible citizens and residents free access to Adobe's AI creative tools by the end of 2026. Both land during the LEAP 2026 conference in Riyadh, where Oracle also showcased AI offerings supporting Saudi Vision 2030.

AMD, Cisco and the Saudi Public Investment Fund-backed Humain announced that the first phase of their AI infrastructure in Saudi Arabia is now live in production, running AMD Instinct MI355X GPUs and AMD EPYC CPUs over Cisco's networking backbone. The deployment stems from a joint venture the three companies first announced in November 2025, which targeted roughly 100 MW of Phase 1 capacity starting in 2026.

The rollout matters because it converts a year-old pledge into infrastructure enterprises can use now, with Cisco and Humain positioning it as the foundation of a domestic AI ecosystem for the kingdom.

The venture's next milestone is a planned 250 MW of additional capacity on newer AMD Instinct MI400 Series GPUs starting in 2027. That expansion is one step toward the venture's longer-term target of up to 1 GW of AI infrastructure by 2030, a roadmap figure reaffirmed alongside today's news rather than a new claim.

Separately, but sharing the same Humain counterparty and the same LEAP 2026 conference timing in Riyadh, Adobe expanded its partnership with Saudi Arabia's Ministry of Communications and Information Technology and Humain, committing more than $4 billion to give roughly 27 million eligible citizens and residents a year of free access to Adobe Firefly Standard and Adobe Express Premium, including an image model tuned to Saudi culture. Free access rolls out by end of 2026. This is a distinct deal, not part of the AMD and Cisco buildout.

Oracle also showcased AI offerings at LEAP 2026, aligning with the same Vision 2030 push. Watch the pace of the 2027 Phase 2 buildout, uptake of Adobe's free tools, and whether Oracle's showcase converts into named contracts.
