PulteGroup Establishes Presence in Northwest Florida

PulteGroup (PHM) has launched a new Florida Panhandle Division, its first entry into Northwest Florida, after signing a builder agreement with The St. Joe Company (JOE) for two gated communities in Bay County. The deal covers 1,326 homesites with options for up to 2,653, with the first phase expected to break ground in 2027. Taylor Larza, a PulteGroup veteran since 2016, was named Vice President and Market Manager for the new division.

PHM has marked its entry into the Northwest Florida market with the launch of a new Florida Panhandle Division, expanding a footprint that previously covered Northeast, Central, and South Florida but had no presence in the Panhandle. The move follows a builder agreement PulteGroup struck earlier in 2026 with The St. Joe Company (JOE), Bay County's dominant land developer, giving PulteGroup access to homesites in two gated communities along Highway 388, east of State Road 79 near the Watersound West Bay Center.

The initial contract covers 1,326 homesites, with options that could bring the total to as many as 2,653 if PulteGroup exercises them. The land sits within the Pigeon Creek Detailed Specific Area Plan, which Bay County approved in 2025, and development of the first phase is expected to begin in 2027 rather than immediately. PulteGroup named Taylor Larza, a company veteran since 2016 who has held procurement leadership roles in Austin, Texas and Jacksonville, Florida, most recently as Vice President of Procurement for the Northeast Florida division, as Vice President and Market Manager for the new Panhandle division.

The expansion plugs PulteGroup into one of Florida's higher-growth coastal corridors, an area that has drawn steady in-migration and vacation-home demand along the Emerald Coast. For St. Joe, the deal secures a national homebuilder as an anchor partner for land it controls in Bay County, a relationship that mirrors similar builder partnerships St. Joe has struck to monetize its large Panhandle land bank.
