Oracle commits $1 billion over four years to its partner ecosystem; Tec-Do launches Navos Pro AI agent

Oracle announced a $1 billion, four-year commitment to its partner ecosystem at Oracle AI World on October 23, covering expanded Oracle PartnerNetwork benefits such as training, technical enablement, cloud migration funding and go-to-market support. Separately, Guangzhou-based ad-tech firm Tec-Do launched Navos Pro, an AI agent platform for marketing and e-commerce work, at its Technology Growth Conference.
ORCL announced a $1 billion commitment to its partner ecosystem on October 23 at Oracle AI World in Las Vegas, spread over the next four years. The money takes the form of new and expanded Oracle PartnerNetwork benefits and incentives: training and certification, technical enablement, development and demo environments, cloud migration funding, go-to-market collaboration and selling through Oracle Marketplace. It is aimed at systems integrators, software vendors, managed service providers, resellers and advisory firms, and Oracle gave no breakdown by category or year.
The logic is distribution. "Our partners extend our sales reach, expand our delivery capacity," said Mark Hura, president of Oracle Global Field Operations. As Oracle pushes AI features across its cloud and applications, partners do much of the implementation and migration work, so subsidizing their training and migration projects is a way to speed customer adoption. The release frames AI development as one of four focus areas rather than the whole program, and all benefits remain subject to program terms and eligibility.
Separately, Tec-Do, an advertising-technology company based in Guangzhou, launched Navos Pro at its Technology Growth Conference 2026, describing it as an AI agent for marketing, sales and cross-border e-commerce built on its own specialized models. Tec-Do says it became one of the first technology partners for ChatGPT Ads in July and partnered with Tencent WorkBuddy in August, but the release does not say Navos Pro runs on OpenAI or Tencent models.
What to watch: whether Oracle quantifies partner uptake or ties the commitment to cloud bookings on its next earnings call, and whether the incentives are incremental to existing partner spending, which the release does not say.
