Tokenized Stocks Gain Momentum After SEC Innovation Exemption, With Coinbase and ARK Moving In

Tokenized equities picked up regulatory and institutional momentum this month. On September 17 the SEC issued its Innovation Exemption, a conditional, temporary exemptive order lasting five years that permits trading of tokenized stocks carrying rights equivalent to the underlying shares. It is an exemption, not a formal rule, though some coverage has described it as one.

Sell-side analysts moved quickly. Per Stocktwits, B. Riley analyst Fedor Shabalin raised targets on six crypto-linked equities, citing the Trump-Xi meeting and the SEC exemption as near-term catalysts, including MSTR from $175 to $195 and SBET from $12 to $14, while NAKA, FWDI, BMNR and ASST also got higher targets. Shabalin attributes the recent rally mainly to liquidity and sentiment rather than fundamentals. Clear Street, which sees tokenized stocks as crypto's next catalyst, raised its COIN target to $224 from $204 and its BLSH target to $43 from $37.

Coinbase is the most direct beneficiary: the exemption opens a path to offer tokenized U.S. stocks domestically, building on infrastructure already live outside the U.S. Whether it becomes material revenue is unproven; in Q2, 88% of net revenue came from non-Bitcoin spot trading, and short interest stood at 12.5% of the float as of August 31. Meanwhile, ARK Invest and Securitize will issue tokenized shares of the ARK Venture Fund on Ethereum, giving on-chain exposure to private holdings such as OpenAI, Anthropic and SpaceX, after the SEC approved a revised share structure on September 21. Securitize shares jumped as much as 15% on the news.

What to watch: which venues launch tokenized trading under the exemption, Coinbase's U.S. rollout timeline and any disclosed volumes, and early demand for the tokenized ARK fund shares.
