The claim was echoed in multiple outlets, which noted that Kyiv appeared caught off guard by the announcement.

Neither side has confirmed that an agreement actually exists. Ukrainian President Volodymyr Zelensky's actual position is a conditional counter-proposal: he said Ukraine would halt its own strikes only if Western partners can ensure Russia genuinely refrains from striking Ukrainian energy and critical infrastructure, and he stated Ukraine is not convinced Russia would abide by any agreement.
