Uber and Pony.ai to Deploy 2,000+ Robotaxis Across Five European Cities

Uber UBER and Pony.ai PONY said on August 14 that they will expand their partnership to deploy more than 2,000 robotaxis across five European cities, with the agreement also extending into the Middle East . The companies did not name the four additional cities beyond the existing Zagreb service, and said details and timing will be disclosed in phases .

Scale is what separates this from the pilot announcements that have dominated European autonomous driving coverage. More than 2,000 vehicles is an order of magnitude above the demonstration fleets currently operating on the continent, and it commits Pony.ai to a manufacturing and support footprint outside China at a moment when Chinese AV developers face rising regulatory friction in Western markets.

For Uber the structure is consistent with its stated asset-light approach: supply the demand network and the rider relationship, and let the AV developer own the fleet and the capital. That keeps robotaxi economics off Uber's balance sheet while defending the marketplace against the risk that AV operators eventually go direct to consumers.

The market reaction was modest, with Uber closing up 0.69% and Pony.ai up 1.59% on August 14 , a reasonable response to an announcement carrying no disclosed financial terms, no named cities and no timeline. What to watch is the first named city and its regulatory approval, since European AV permitting varies sharply by country and is the binding constraint on whether the 2,000-vehicle figure is reachable.
